Call to order

The meeting was called to order at 9:00 a.m.

  • Mission: Missouri State University-West Plains is a teaching and learning institution providing quality post-secondary educational opportunities to the communities we serve.
  • Additions and Approval of Agenda
    • Objection by Ed Birdyshaw, regarding budget discussion, suggestion to take it off agenda; motion to strike it from the agenda (closed session), Joyce Jennings-Pineda seconds motion to strike parenthesis information in closed session; motion passes
  • Approval of minutes from previous meeting
    • Bobbi Dykes approves, Kip Rugutt seconds, minutes approved

Chancellor's update

  • Fall credit hours increased; Collegiate Assessment of Academic Proficiency (CAPP) scores once again above national average; retention up 2%; graduation rate up 1%
  • Have met all five performance measures for 2016; raised over $1 million for Hass-Darr Project, expecting total funding to exceed $1.5 million in next six months
  • Fair Labor Standards Act (FSLA) information and updates
  • Class attendance up, anecdotally, most likely due to Attendance Tracker technology
  • Americans with Disabilities Act (ADA) concerns and issues will be addressed in Faculty workshops in January

Administrative council updates

  • The 2017-22 Long-Range Plan (LRP) for the West Plains campus is being submitted for Board of Governors (BOG) approval on Dec 15.
  • Measurable goals for LRP will be presented at the December 15 BOG Programs and Planning Committee meeting.

Old business

  • American Association of University Professors (AAUP) updates – Jason McCollom
    • Solidifying dates for Missouri AAUP annual meeting in Feb./Mar. 2017
  • Common Reader Updates – Alex Pinnon
    • No updates
  • Inter-Disciplinary Studies (IDS) Updates
    • The IDS 110 faculty met to discuss how the semester went – it seems like things are progressing nicely. The IDS faculty developed a set of measurable objectives.
    • Jacob: looking for input/requests for IDS topics for introductory videos for Chalk & Wire

    • Meeting Dec. 9 @ 10:00 AM, tentatively, depending on salary benchmark discussions in today’s meeting
  • Curriculum Committee - Joyce Jennings-Pineda/Melinda Denton
    • Recommendation to make Service Learning an integral part of Public Affairs Committee
    • Curriculum Revisions now an online process
    • Asking for Senate approval: motion to "Move Ad-hoc Service Learning Committee responsibilities to Public Affairs Committee"; Leigh Adams moves, Phil Howerton seconds, motion passes.
  • Faculty Evaluations Committee - Craig Albin
    • Met with Jerry, Nov. 15 to discuss questions referred to committee by dean’s office and other stakeholders. Questions: Ratings or rubrics preferable to narrative system? Committee decides to preserve flexibility in evaluations. Different rubrics for different programs? Should be faculty-driven process, options available.
  • Faculty Handbook Committee - Kip Rugutt
    • Meeting Feb. 2017
  • Library Advisory Committee - Sylvia Kuhlmeier
    • Met Nov. 9, discussed revised Mission Statement, library needs, faculty/student library survey in the Spring 2017 semester
    • Sharing library stats with Faculty Senate
  • Public Affairs - Gary Phillips
    • Has not met yet this year
  • Student Advisement Committee - Jerry Trick
    • No update
  • Institutional Analysis Committee - Kathy Morrison
    • 'Vote on the budget proposal' in closed session!
    • Note: Kathy Morrison motioned to approve "Faculty Senate Proposal: Institutional Budget Process" (amendment that administration work with information technology services to develop page on Missouri State-West Plains website to make budget process accessible/transparent/flexible, similar to website models from Truman State, Three Rivers, Arkansas State University-Mountain Home; Carla Huddleston motions to remove "by 10%" and end sentence at "reduced," Kathy seconded.) Motion passes unanimously.
  • Service Learning Committee - Cathy Proffitt Boys
    • Creation/draft of Service Learning Program, based significantly on Missouri State University-Springfield program
    • Committee would like to move forward and have available for next academic year
    • Note: Leigh moves to accept proposal and refers to Public Affairs Committee, Joyce seconds. Motion passes.
  • International Issues Committee - Rajiv Thakur
    • Requesting a meeting before Dec 8 if possible to discuss creation of Global Studies program

Announcements

  • Phi Theta Kappa supply drive for the Regional Animal Shelter
    (Dr. McCollom!): Supply drive was a success, donated significant number of supplies and food. Photo of Dr. McCollom and students donating money will be published in the Daily Quill
  • Issue 6 of Elder Mountain: A Journal of Ozarks Studies published.

  • The Department of Labor grant application submitted by the South Central Workforce Investment Board was not approved.
  • Blackboard Learn Course Retention Policy: Blackboard Learn courses three years and older to be purged beginning December 1.

  • Tree lighting ceremony is Dec 8 at 3:00 PM.
  • Trivia Night is Jan 28.

  • Next Executive Budget Committee Meetings scheduled for Dec 2 & 9 at 2:00-3:00 PM in Lybyer 208.

  • Student Technology Usage Fee (STUF Committee meeting is scheduled for Dec 7, 9:00-10:00 AM in Lybyer 108C.
  • Academic Affairs Planning and Coordination Committee meeting on Tuesday Dec 13 2-3 pm in Lybyer 208.
  • Mathematics faculty are in Columbia, MO attending Missouri Council of Teachers of Mathematics Fall Conference Dec 2-3 at the Holiday Inn Executive Center.
  • Jerry Trick has a question - Would the faculty wish to spend any of the funds that we have been collecting to get the administrative assistants anything special (flowers?) here at the end of the semester? Alternatively, should we wait until the end of the academic year?
    • Division chairs usually gets Christmas gifts, so we will wait until end of the academic year
  • Dec. 4; Hawaiian Polynesian Revue at 2:00 p.m. at the West Plains Civic Center theater.
  • Dec. 3; Hobbyist Turned Entrepreneur class from 7:00 to 9:00 p.m. in the Walnut Room at West Plains Civic Center.
